What NASPO ValuePoint actually is

NASPO ValuePoint is the cooperative purchasing division of the National Association of State Procurement Officials (NASPO). Since 1992, it has used a Lead State Model™ to run competitive solicitations on behalf of the entire country. One state leads the procurement under its own statutes, and a multi-state sourcing team of procurement and subject-matter experts develops and evaluates the bids. The resulting contract then becomes available to public entities nationwide.
The result is scale no single agency — or even a single state — could achieve alone. By aggregating the demand of all 50 states, DC, the territories, and their political subdivisions, NASPO ValuePoint secures pricing, terms, and warranties that reflect national purchasing power.

The national contract Winter Equipment holds is called a Master Agreement. Before public entities in your state can buy from it, your state typically signs a Participating Addendum (PA). A PA is a short agreement adopting the Master Agreement's terms for your state, sometimes with state-specific additions.

If your state has signed a Participating Addendum

You may still have a path. When a state hasn't executed a statewide PA, eligible entities can often gain access if the state's Chief Procurement Official (CPO) approves or has no objection. NASPO ValuePoint and Winter Equipment can help you start that process so your purchase stays fully compliant.
Each state decides — under its own statutes — whether it uses a given NASPO ValuePoint contract and which entities within the state may use it. That can include state agencies, higher education, political subdivisions, and in some states, nonprofits.
