The Local Government Cooperative (LGC) is a non-profit purchasing cooperative administered by the Idaho Association of Highway Districts (IAHD). It connects local public agency buyers with vetted vendors through contracts that are already competitively bid and committee-reviewed — so the procurement work is done before you ever place an order.

If your agency is in Idaho

It's genuinely simple. All political subdivisions, government entities, and associations defined under Idaho Code §67-2327 are eligible to receive LGC pricing, with no membership step.

  2. Ask for the LGC contract. Tell Winter Equipment you're purchasing under the LGC, and we apply the LGC contract pricing.

If your agency is outside Idaho

Most states allow public agencies to use out-of-state cooperative contracts through "piggybacking," provided certain conditions are met. The LGC is built to support this, but the exact steps depend on your state's rules.

  1. Confirm your state allows piggybacking. Many do, often requiring that the original contract was competitively bid and includes public-agency language — both of which the LGC provides.
  2. Verify and document as your state requires. Some states need an interlocal cooperation agreement, additional verification, or administrative/board approval before you purchase.
  3. Request the supporting documents. LGC bidding documents and interlocal cooperation agreements are available on request to support your internal approval — and LGC staff routinely help agencies through this step.
  4. Purchase at contract pricing. Once your agency's requirements are satisfied, you buy from Winter Equipment under the LGC contract.
