Purchasing Contracts

Buy Winter Equipment products without running your own bid.

Winter Equipment cutting edges, wear parts, and road maintenance equipment are available through several cooperative purchasing contracts. Each one lets eligible public agencies buy at pre-established contract pricing, because the competitive solicitation has already been done. You skip the bid process and purchase with a clean, compliant record.

Which contract you use depends mostly on where your agency is and how it's set up. The contracts below all lead to the same place: Winter Equipment products, at contract pricing. This page is here to help you find the one that fits your agency.

Sourcewell

A national cooperative serving more than 50,000 government, education, and nonprofit groups. Sourcewell runs the competitive bid once for all its members, so you buy at awarded contract pricing without running your own. Signing up is free, with no obligation to buy, and takes only a few minutes for agencies that aren't already members.

Who it's for: US and Canadian government, education, and nonprofit entities.

NASPO ValuePoint

The largest cooperative purchasing program in the country, built by state procurement officials. It's available across all 50 states, the District of Columbia, and the US territories. NASPO ValuePoint uses a lead-state model: one state bids the contract, and it becomes available across the country. There are no fees to use it. Whether your agency can buy depends on whether your state has signed a Participating Addendum (PA) — and we'll help you check.

Who it's for: state agencies, higher education, political subdivisions, and other eligible entities in participating states. Your next step is confirming your state's participation.

NASPO ValuePoint

LGC (Local Government Cooperative)

A non-profit purchasing cooperative run by the Idaho Association of Highway Districts (IAHD), built specifically for the agencies that build and maintain roads and infrastructure. There's no membership, paywall, or login. In Idaho, you simply ask for the LGC contract. Outside Idaho, public agencies can use it through cooperative piggybacking, which your procurement office or LGC staff can help you navigate.

Who it's for: road and infrastructure agencies in Idaho, and agencies in reciprocal states able to piggyback.

LGC (Local Government Cooperative)

COSTARS

Pennsylvania's cooperative purchasing program, run by the state's Department of General Services (DGS). COSTARS gives local agencies statewide buying power, drawing on more than 9,500 member groups across the state. Membership is free, with no obligation to buy.

Who it's for: Pennsylvania municipalities, counties, school districts, libraries, fire and EMS companies, and eligible nonprofits.

How to place your order

How buying through a cooperative contract works.

The specifics vary by contract, but the path is the same across all of them:

1

Confirm your agency can use the contract.

This may mean signing up (Sourcewell, COSTARS), checking how your state takes part (NASPO ValuePoint), or confirming who can buy and any piggyback steps (LGC). Each contract’s page walks through this in detail.

2

Tell us which contract you’re using.

Contact Winter Equipment at 888-294-9485 and let us know which cooperative contract you’re purchasing under, along with any contract or member number it requires.

3

Order at contract pricing.

We’ll finalize your order using that contract’s terms. You get back to serving your community with the parts your operation needs.

Why it's worth your time

Purchasing through cooperative contracts
makes purchasing quicker and easier

Buy at pre-established contract pricing.

backed by purchasing power no single agency could secure alone.

Choosing quality parts is the easy decision.
Cooperative contracts make the purchase just as easy.
